Problem

Dense operational, staffing, and compliance content that had to satisfy a scoring rubric without reading like a compliance binder.

Approach

An icon-driven Understand → Develop → Deliver process flow, KPI call-outs pulled out of the body copy, and a disciplined navy-and-teal system signalling institutional credibility from the title slide.

Result

A procurement-ready response that holds the panel's room — compliance detail made scannable without losing the narrative.
